I dunno about the 15hp claimed.

However, it claims to work by fooling the ECU into thinking the air is colder than it actually is. The ECU tries to compensate by advancing the timing.

In theory this should work, if you also increase the petrol and air mix at the same time as opening up the exhaust.

After all, I basically did the same thing to my Jap-spec 88HP FZR750R by opening up the airbox, and the exhaust, rejetting and changing over the CDI to 108HP US-spec CDI and it made a HUGE difference.

However, by advancing the ignition alone you wouldn't get 15 neddies. Save you money. Buy a power commander. More expensive, but it has proven results.
