go thru all of the plugs and stuff in the wiring loom , give em a good clean (maybe use contact cleaner ore something) and try again, check flasher unit, what happens to the headlights when you toot the horn?

Possibly if the wiring has been apart recently the wires have been mixed up. A lot of Suzuki models around that era ran a secondary lighting circuit for pilot lights within the front indicators. So it could just be a case of testing the circuit to find the appropriate connections

So will they flash with the bike running?
How low does the voltage drop over the battery when headlight is on? Is the bulb over size? (ie 55/60 is as big as can go) or perhaps rear bulb not running 5W filiment. Suzi's of that era are marginal in the electrics.
Might be internal resistance of the flasher unit or a connection to it if both indicators act the same. If 2 prong type supercheap do them for $6
