[vaguely OT] beginning rust on cage - advice/recommendations?

My Toyota (echo), generally awesome in it's cheapness, has sprouted a few stone chips and as starting to consider rusting. One bit is actually, kinda, weeping a bit. Not good.

Anyone know anyone good at dealing with rust in or around Welly? It might be kinda tricky - Toyota apparently do something trippy with dipping metal in things to prepare for the paint to be bonded on and I'm not keen on making the situation worse...

you can get that Colour patch paint fo the smaller chips... ones with rust you need to get some wet and dry paper and feather it and sand off the rust back to bare meta etc, then put some primer over... then top coat....
