my vtr250 seat has 2 nuts that are on the foam side of the plastic, one of these nuts is fine, but the other has come away from the plastic and is relatively free to move around in the foam

I am unable to get it out without somehow getting onto the foam side of the seat, and I cant pull the nut tight by pulling it through the hole that it left

These 2 nuts hold the bracket on that keeps the seat attached to the frame, so they are pretty important

any suggestions?

You could keyhole both the hole in the seat base and the catch and put a smaller bolt in. Or drill new holes and rivet the catch on. Or use rivnuts or nut-inserts.

Hell, for all the weight it takes you could probably get away with a self-tapping screw or 4.

try putting outwards pressure on the side you can get to -might be enough to get the nut to grab onto the plastic seatbase and loosen.
Otherwise --sight unseen here mind you
You might be able to reach up n under and peel enough of the seat leather back from inside to reach in and put something on the nut to hold it in place -once the seat base is sussed then replace the nut with a rivnut
