I think we all agree on the fact that the requirement for learners to ride a motorbike that is 250cc or less, is pretty stupid. This allows learners to ride 250cc 2-stroke rockets but not to ride a single cylinder 33hp SRX400, or GB400. The problem is, what are the options? A power to weight ratio is difficult and costly to enforce. A list of learner suitable bikes is a better option, but bikes will inevitably be left off the list when they should be on it, and vice versa.

I feel that the best solution is to retain a cc restriction, but relate the restriction to engine type, for example

Well there's the LAMS system in Tasmania based on power to weight ratio

And the UK uses a combined age, cc rating and max HP limit

So other countries can do it.
Just comes down to policing....

I think in other countries where there's no ACC, the whole issue of not being insured (medical?? anyone confirm if this is a factor) if you breach the license conditions makes for a bigger deterent

You have got to think of how easy it is to enforce as well, A blanket ban on anything over 250cc is much easier to enforce than a long list of approved bikes, due to their power and weight ratio, or engine type.
