No, you cant publish peoples personal and private details on the web without their permission.
Also, its now against the law to launch a hate campaign against a person or group. It is fine to have an extended opinion, or to act as if one feels angry, but it is actually against the law to organsise into a group and begin a campaign against them, and so it should be.

It has always been against the law to intimidate or harass a person or group.
I suspect you're thinking about hate speech (which became prohibited under the Human Rights Act 1993). But be aware that this is very specific legislation which only applies to speech that is "threatening, abusive, or insulting...matter or words likely to excite hostility against or bring into contempt any group of persons...on the ground of the colour, race, or ethnic or national or ethnic origins of that group of persons."
You are welcome to hate anyone for whatever reason you want, provided you don't make any racially charged comments.
