Government regulations, which came into force in February 2005, said that where a council was imposing parking, standing or stopping regulations, it must have signs to let people know. This made blanket bans impossible.
However, council policy was a blanket ban on stopping, standing or parking on grass berms.

"In my report I am pointing out that we were wrong to issue tickets when we didn't have the appropriate warning signs. I am suggesting that a way to redress this in an upfront and honourable way is to offer to reimburse fines that we collected without having the authority to do so."

Hmmm. No signs up saying you can't park on the pavement either...

Thats interesting. There was a thread or two on bike parking around Welly a while back...wonder how this could impact on some of those situations...?

We got a warning 'ticket' for parking on the end of our own driveway (and the previous owenrs got a ticket for the same thing), yet when I rang the council about someone parked illegally on the yeller line outside our house (and partially blocking the road, because there's a pedestrian island in the middle of the road) they said they couldn't have the car towed because it didn't meet their criteria.

Hmmm, I think many of those situations related to parking on the footpath and whether the path belonged to the council or the adjacent building. Unfortunately 'no parking on the footpath' is pretty unambiguous in the Land Transport (Road User) Rule 2004.
I think this is more likely to apply to people in the burbs who parked on grass verges in crowded culdesacs and without obstructing the footpath.

they used to ticket around our area quite regularly for parking on the grass verge. But havent heard of any in the last few years so they must of stopped with the intro of the new bill.

Never got a ticket for packing on the pavement, but got told to move it as it was blocking the windows of a shop! :whocares:

Plenty of uni guys got done for parking on the grass verge along Princes St.
