On 8th July, the government announced that they would be offering counselling to those in State care who were abused prior to 1992 (http://www.3news.co.nz/News/GovttooffercounsellingofvictimsabusedinthecareofSt ateServices/tabid/209/articleID/62339/cat/41/Default.aspx).
During the announcement, Internal Affairs minister Rick Barker touched on the subject of compensation:
"We can not be held accountable for what others did 20 years ago," Mr Barker says. "People did what was then seen as the norm and socially acceptable at the time. But times have moved on."
Can someone please explain why this exact phrase shouldn't be applied to the current lolly-scramble for compensation by various Iwi?
