Could someone please inform me how hard it is to get an off road bike registered if has never previously been on the road.

Ranges from no tpossible to pretty hard.
If it is a model where SOME of that model have been registered, and it is newish and you have all the road bits, not TOO hard.
But some models of bikes simply can't be complied. Even if you fit all the bits, because the manuafctirers never supplied the necessary certifications of design compliancy and stuff. And you have very (read very) little chance of getting them yourself.

I have just gone through the same exercise myself and it took a while. It will depend on the age of the bike and whether or not there is a model of that bike that is a road registerable version.
If your actual bike was sold new as a road registered model and issued with a MR2A and it is less than 2 years old you can go to any agent and get a replacement to register bike, easy as. If not then the 2 problem area`s are the lighting system and the braking system.The rules for these changed in early 2003 so if you are trying to register your WR450 it will need to have the same lighting system and braking system as the road version.You will then need to have this confirmed by your local yamaha dealer and then you will require a letter from YAMAHA NZ stating that the lighting system and brake system does comply and the date that the bike was sold new in NZ.
After that you will need to take the bike and documentation ( including legal proof of ownership ) to a compliance firm and get the bike complied.Shop around for prices from compliance firms, AA & VTNZ quoted me around 290 + gst, but i found a private VINZ compliance firm to to it for $140.00 + gst.
