Industry experts have said a sudden failure of the inter-island link would black out a city the size of Christchurch.
So they're saying if it happened there will be a blackout in Christchurch? Because as far as I know that's largest city in the South Island.

Unfortunately for the "Industry Experts", they're wrong.
At this very moment there is 372 MW coming south on the HVDC link. There is over 600 MW of reserve available in the South Island and 425 MW is being dispatched to cover a possible HVDC failure.
This means that if the link should fail an extra 425 MW is available within 6 seconds and a further 175 MW in a short time thereafter. The frequency would fall from a nominal 50 Hz to 48.5 Hz within 2 seconds and recover to at least 49.25 Hz within 15 seconds. the Sustained Reserve then kicks in and the frequency would recover to at least 49.8 Hz with 30 seconds and 50 hz within 60 seconds. So sorry, No blackout for Christchurch.
As for the South Island relying on the North: yes at the moment the HVDC is in South Transfer 24 hours a day. That is because the South Island drained its lakes to supply the North Island when Taupo was low and the Stratford Power station was out for overhaul. Over the past 12 months there has still been more energy transferred north than south.

I think you are mising the point. If the cable was cut permanently, the South Island would not need to carry its current stored water for the North Island summer, and could use it right now to be self sufficient. The spring snow melt is not far off, and as the net transfer is still North on an annual basis, the South would manage just fine. But the North Island may just experience candle power each summer.

I think you are mising the point.
