Due to the increase in the number of motorcycles used by Philippine criminals, the the Land Transportation Office is planning to issue licence plates for both front and rear of motorcycles.

LTO chief Alberto Suansing said doing so can help law enforcers trace the owner of motorcycles involved in accidents or criminal activities.

Suansing will also talk to (local) motorcycle manufacturers to ask them if they could modify the design of motorcycles to provide a space in the front where the second plate could be attached.

I actually liked the look of the old bikes with a plate at the front...

They tell me they are trying to bring that in nationally here as well.

The OSH regulations will work in our favour with a front plate. The danger that they will make (like a knife blade on top of the front mudguard) would make it impractical.
Australia did the same recently (looked into it).
