I can't speak for other track day organisations but I feel they work by the same principle.
You must hold an appropriate licence for the cycle you intend to use on the track.
By appropriate I mean RACE or road licence

Wait, I'm confused...So a Restricted or L plate rider can ride a 250 there but not a liter bike?

Ain't ever had my license checked. Think they just assume you have one.

I would check with the organisers, but i have done track days on an L while riding my 650. I have had a mixture of being asked to show my licence vs not. But the other thing to consider is insurance, the track isn't a public road so it doesn't matter if you have the right licence or not, but if you don't have the licence for the cc bike you are riding and bin it insurance might not pay out. I have to get permission from my insurer (well via Dave at Kiwibike) to take the bike on track days but it is never a problem.
