07 VTR250 current issue

my VTR 250 will not start, as soon as the ignition goes on the voltage drops to 7.5 v
turn off the ignition and it goes back up, so something is draining the power, what could it be?
the regulator?

if the origional 6A battery has been replaced by a 4A one will that cause this problem?
