So what does "too busy" mean?
Context is irrelevant. Too busy to study, too busy washing my hair (well if I had any) to go out with you, too busy earning a living to get rich.
It always means the same thing - what?

It means I don't want to do it (or I don't have the confidence to do it) but I don't have the balls to tell you the truth.

or that someone has a full timetable and doesn't have time to deviate from said timetable?

Too busy means: The thing you're asking me to do is not yet on my list of priorities, you may be able to convince me to make it a priority, but I doubt it. I may get back to you when my list is shorter

......which is probably 'never!' as new 'priorities' take precedence

Or that the person keeps getting loaded up with more crap to do because they have a problem saying no to others as well as trying to juggle their own tasks in life. Some people live such full lives that they really don't have much spare time to do other stuff, sometimes you do have to prioritise.

I'd provide a learned response, but I'm too busy.

Perhaps, but not the full answer.

That's what they would have you believe. But you wouldn't believe that would you?

Bingo.
Actually Gav, you never cease to amaze me.
I must say, you sir are smart bugger, wise way beyond your years and I must admit you have taught me a thing or two.
It's about priorities, but it's not just what I have asked you to do, it's about everything you do.
Why does it matter if you understand the difference between being busy and failing to prioritise? Because appreciating that all of life is about priorities, and ranking the things you do allows you to control your life rather than have life control you.

Not for a minute suggesting that Trudes.
I like to think I place a high priority on doing things for others.
The point is that you appreciate why you do the things you do and more so what it is that prevents a person from achieving what they want to achieve. It is NOT because they are too busy, that is just an excuse.
There is an old saying. "If you want to get a job done, give it to a busy man".
Why? He prioritises better, hence he is busy.

Fair call. Maybe that's why I'm always so busy, I get to prioritise for myself and every other bugger who can't?

generally when i say i'm too busy to do something, it depends what the person is asking. if someone at work for example goes "hey can you clean the dishes?" and i have admin work to do and a cat to medicate as well as 6 customers waiting to buy stuff, I say "I'm too busy right now, but I'll do it at the end of the day" which often happens. Hence, I got my priorities right, but i'm still too busy, YET I get it done in the end...
if that makes sense.?

Doing shit free for other people makes the world a happier place but you got to watch out for those relentless cunts that don't know when to stop asking for help.
