Bumpy ride...

Recently got my bike together and it's going miiiinta!! BUT it seems to be riding a bit lumpy (best way I can describe it). I checked the tire pressure on both tires and they were out so I put em to the factory specs but alas no change it still feels like I'm riding a long a bumpy road.
