Hey guys,
I've been lurking on this site for a while now this is pretty much my first post so bear with me, I need a little advice from the chopper guys and bike builders out there.

I have an old xs650sp that i bought as a project off trademe a while ago, its almost complete but was partially torn down to paint the frame bright red (gross) and everything else rattle-can gold (why?) anyway, it is a good donor bike.
I have been collecting the parts i need and myy plans are to hard-tail the frame, as I know a damn good welder, and do a 60's style chopper. I would use a triumph but goddam, they arent cheap to come by.

Something like this anyway:

My question is, would I be better off getting the bike running again and re-VIN it BEFORE i chop it (I know a guy who will prob 'overlook' the frame mod when giving a warrant)

Or...

Get it chopped now and go through the process of certification, re-VIN etc.
Is this process very painful and costly?

Any advice would be greatly appreciated.

Thanks in advice guys!
