Description thingee (User title)?

Have tried a search but haven't figured out the right keywords for what I'm after, so if this is a repost, apologies.

How do you change the description under your name? or can you only do it if you are considered a 'senior member'?

I don't want to be a "Highway Biker" anymore...
I want to be something else....

Is there a possibility that the amount of letters, for the custom user title, can be increased?
Perhaps linked with posts/bling/something??
