na to small for that, they were often privately owned by a business, probably agricultural as in wheat or whatever was grown in that area, that loco would have taken wagons deposited on the company siding by NZR into the company storage sheds so they could be loaded with whatever.

It looks like TR 54 Hudswell Clarke at ferrymead but with a slight roof chop, but may just be the angle of the pic.
Still can't find anything but it is ringing bells in the memory banks......
