Wouldn't you just want to turn the idle up then?
If it's the original 1980s-style top-pull slide carb, then there's a little screw on the underside of the carb, towards the front (engine-side). It's nestled amongst the float bowl. Prick to get to with a screwdriver.
Turn it anti-clockwise to richen up the idle mixture, turn it clockwise to lean it out at idle.
There's no big knurled knob to adjust idle RPM though, as it's a top-pull slide carb. You adjust the cable to do that.
