Yeah, it's not just camera vans or the like though.
Road/motorway incidents which are off to the side still get the "rubber neckers" treatment of dropping their speed to a crawl until past, then back up to what they were before.
I think the video was something to do with 'phantom crashes' or similar... you wonder why it's gone all slow on you, you wait to pass the accident scene, but there is no scene to be seen...
Yeah I know and I'm sorry... searching for 'phantom accident on UK motorways' is just a waste of time. All I can tell you is that it was part of a documentary. Maybe others have seen in, in which case perhaps I didn't see it on YT at all, maybe it was on TV. Seems unlikely, I've never seen anything but endless ads on TV.
I've seen that effect here, when a mower is doing the median between the North and Southbound lanes. It's not even on the road, but there's flashing lights and stuff to warn people. They do it in the morning rush hour. Suddenly there's the same effect as for an accident, with a real choke point on the road.
Make you wonder why camera vans are used when the roads are full enough to have this effect. Surely there's not much scope for someone to be significantly speeding, if all the lanes are more or less full.

Maybe there's something more sinister afoot. It could be related to the WoF changes and the vans are just the start of a whole new campaign to nab poor bikers.
Imagine this: You see the van and slow down but that's what they want of course. Hiding in the back of the van is a couple of cops who whip out, stop you and do a rego and Wof check.
They ping you for "offences", do the instant fine thing and if you can't/don't pay, they load the bike into the van and hang on to it until the fine is paid.
