If it's a '93 onwards it'll have an engine that is putting out 39 hps (crank) instead of 45 hps. This change occurred between model years '92 and '93 due to new emissions restrictions in Japan. Thus, if you have a zxr250c from '93 or later it will have significantly less top-end power compared to the pre-93s.
It should be possible to destrict them in order to get the full 45 hps. I don't know how and I don't know how expensive or difficult it would be - but it would certainly be worthwhile.
To give you an idea, I had my '89 zxr250a (recently rehauled top-end) on the dyno at the Sound of Thunder last year. I got ~37 hps at the wheel with the stock can and gained 2 hps across the board just by taking the can off (supposedly a fairly generous dyno - but the absolute figures are unimportant). As a comparison a newly rebuilt '93 zxr250c was put on the dyno and it made ~29 hps at the wheel - that's 8 hps or ~20% (i.e. a whole fucking lot really). So yes, if your bike hasn't been derestricted - that'd be the first thing I would look into.
