Yes, higher than the power station roof, but not as high as the Dam, although the spray was. The flood knocked out the concrete access bridge to the power station and the only access was down through the dam, then wade through ankle deep deep water from the dam to the control block. The water level got to within 100 mm of the point where the last of the us would evacuate the station.

Plenty of room left there. We could still pass another 1000 cumecs through the spillway and 1400 cumecs through the low level sluice.

Apart from the obvious "inconvenience" that extra 2400 cumec's would have caused ... I'm thinking that flood level indicator would have been a "tad" higher than it is now ...
