Yup. You don't need to arse around checking the tension multiple times to get it right, unless you pull on way too much tension then your job is 20x more difficult.
If the chain is a little slack, just loosen the axle and bring both adjusters up half a turn, and retighten the axle. It's the same putting oil in the engine - it doesn't have to be exact, as long as theres a little more than there was before and you check that you haven't overfilled it.

Wasn't to adjust it. It was to keep tension on the axle blocks and axle while tightening axle nut. Far as I could tell.
