GSXR250 rear suspension adjustment?

Does anyone know how to adjust this suspension without the tools the bike was suppose to come with?

The only tools I could think of that it would require is a c-spanner for adjusting your preload.

Yes,
Go down to your friendly bike shop, and they will have a C spanner in their tool kit somewhere.
That way you can get a second opinion of how much preload you need. Many situations too much is dangerous.
