Hahahahaha. My girlfriends car has the standard radio and 2 speaker system, and I can hear that from over 10m away with the windows up. However, when a car with a decent system goes past not only can I hear them coming, but feel it inside my house as they drive by. Don't get me wrong, doesn't bother me. I like loud music, and I don't mind others playing it, and when they do drive by it lasts for 30sec at most. All I'm saying is you're kidding yourself you think you can't hear your stereo from outside fully cranked with traffic noise. Unless you're listening to "Music for the Deaf Vol 1 & 2".
Oh and the anti-cruising laws only apply to the 4 avenues and the esplande out at Sumner during certain hours. I doubt very much you'll be charged with cruising popping down to the dairy twice in your maxima, or for that sake even your lowered winged big bore exhaust Silvia. And I can be sure of that, two of my friends own a business importing and modifying drift cars. One drives his personal road legal drift car as his daily driver. Can't remember the last time he got pulled over. Probably because he saves it for the track.
