If it's closed under the Land Transport Act 1988 - Roads closed under this act are typically main highways and remain listed as roads, therefore civil licence requirements apply. Therefore those on learners licences cannot compete. Those on restricted licences can, but they must not exceed 250cc.
I just found this great FAQ on licence dispensations:

To see a life newly created. To watch it grow and prosper. Isn't that the greatest gift a human being can be given?
Danger Dave.
Ring me (Warren New) on 0274876748 and I will answer your question re the closure status.
My Signature is my Reg No.
Can anyone tell me if one needs to have the 3 stamps in the new MNZ licence, or can one race Paeroa if they've raced there before?
The entry doesnt say anything about the producing of the MNZ license in regards to this, what it actually says is u must produce evidence of your last three races and placings (if my memory serves me correctly) if you are a noobster, so as a first timer my self i sent away the AMB Mylaps print outs of my last three races at the last three meetings, with my entry.
You will still need to fill out your MNZ license number on the entry form and produce it on race day.

Call this man!! - it depends on how the road closure is done. For years we (greymouth) required riders to have a full civilian licence to race but we now do the road closure differently. its not my job so i dont know the in's and out's but if i remember correctly its something to do with a "transit permit" opposed to a "local council permit" - oh something to that effect.
As regards to the "stamp" in your log book, I have heard rumours that if you havnt raced at a street meet for 5 years then you have to do another 3 meetings again? I have never seen it in the rule book but people keep telling me this is the case? id be interested if anyone can shed any light on that one?
Its a bit of a flawed system anyway. Seems any bloke who has half a dozen motocross events stamped in his log book can turn up and race a street race? it happens, ive seen it!
