Ridden and driven that road plenty of times, and I agree it's the drivers/riders fault if they crash - not the road. It's not like the corners jump out from behind a bush. (Visibility of other traffic is even pretty good most of the way.)
The trouble is that the drivers/riders can't be educated, so the road gets messed with instead. People sometimes need protecting from themselves. Don't know if I like judder bars - though I've got no better suggestion.
Measure once, cut twice. Practice makes perfect.
