Photoshop Problem

Got this Photoshop problem where both the feathering and tolerance controls are jammed.

I changed the tolerance MAGIC WAND tool and the curser changed to the hand curser that is used for scrolling in the ZOOM tool This HAND had two arrows pointed in opposite direction and when the cursor moved the number in the tolerance box changed. Somehow I seem to have set this 60 and can not change this.

The feathering in the lasso tool is also ‘set’ at 100 and I can not change this either.

Force quitting and restarts have not worked as Photoshop will default back to the problem.

I have never seen the hand with two arrows on either side and it would appear that I have done something to the settings.

Any help on this would be appreciated.

Delete its config files and restart it.. it should come up with factory defaults..
