Consider taking the stator cover off and rotating the engine 6-8 turns by hand and see if a piston touches a valve. If there are no nudges in the motor, try a little spin on the starter. Then I'd gas it up and go for it. You might find it just goes.
If it wont run, then yeah carbs, spark plugs, and then high idle it and let it warm up fully. If you really are going to rebuild the engine, theres no point starting it and I certainly wouldn't try.
