Like any other fine piece of mechanical equipment you shouldn't really be running harder than 60-75% of maximum capacity most of the time. You need to keep something in reserve for when shit hits the fan - and 100% is the maximum (% = percent = per hundred = 1/100).

So, indeed, when someone (with an attitude) tells you to put in 103, 110, 115, 120, etc % feel confident that they are indeed feeding you bullshit (206 proof as a matter of fact).
