I took a torch to one tag a while ago, found that a spot don't do shit, needed a torch with a lot more spread

at the distances you are talking about no handheld torch is ever going to throw enough light for a phone camera. What you need is something chucking out 1000 lumens and the ability to wind your shutter speed to about 1 sec or even more, an eternity for your average iPhone or Samsung!
