Honda already have a prefectly good 250 platform with the VTR250 - all they need to do is put a proper fairing on it - even a bikini fairing would do. That would piss all over the Hyosung GT250R and the Kawasaki 250 Ninja.

You guys just don't get it do ya? In alot of India 126km/h is an insane speed. It's also well in excess of the speed limit here too.

Hero-Honda is a company part owned by Honda that makes bikes specifically for the south asian market. There are some oddly cool small displacement bikes they put out and some downright odd ones.
Also Bollywood marketing is AWESOME.
