You can ask for an assessment to be sent out to you. It outlines your tax account for the last 7 years and shows income earned, tax paid and refund or tax due each year. It will show you where / how the $150 is (if at all) offset against the refund due to get the $93 credit balance.
The IRD is currently charging about 8% p.a (non compounding) in interest charges. I owed a bit of tax and forgot to pay it (reminder got lost since IRD sent to the wrong address - not the one I completed the IR3 for!!!)
Anyway - I argued I shouldn't pay the $126 in late penalties. They said "stump up what you owe including penalties then write in asking for a credit due to our mistake". I did so, but have yet to receive a letter or refund.... Maybe my letter got lost in return.
If you really want to get some action, write to the Minister enclosing copies of the correspondence, AND your local MP particularly if they are in Opposition.
