I would check with Baycorp - when I tried to charge for failed dental appointments, I was told by Baycorp that you can't charge for a service that wasn't provided - eg someone doesn't attend their appointment means they haven't had the service and can't be charged.
(unless you have signed something on your medical history form, which may have something regarding payments).
Still dispute it though!!
