I'm no official, but their website entry forms say 730am kick off for scrutineering...
$15 per adult, kids under 16 free.

Anyone know how many laps these races are? (nothing on the entries or website - I hope it's more than a handfull )

Not sure why they insist on scrutineering.

    eek

I'm racing in F3 and F1, will I have time to take my F3 bike to the pits and get my F1 bike or should I get someone to take my F1 bike to the dummy grid and swap bikes there?

I would swap bikes on the grid to be honest, but it's a tough one!

If you get there early and get a pit spot on pitlane then you should be able to ride into and out of your pit spot straight to the dummy grid.
