That's pushing it for a 400, never mind a 250.....but anyway, gearing is simply a matter of changing sprockets, smaller front/bigger rear will give more rpm per km (lower gearing, or better for acceleration) and bigger front/smaller rear will give less rpm per km (Higher gearing, better for cruising and landspeed records).
What you need is a small selection of sprockets and try to get it so it reaches it's peak speed at redline in top for best performance. If you go lower than that you'll trade top speed for acceleration. Any higher and you're trading acceleration for nothing, except maybe lower touring rpm.
Start with front sprockets if you can get them, much cheaper and you can usually get away without changing the chain length 1 tooth either way. 1 tooth on the front is usually roughly equal to 3 on the rear, so once you get it close with the front, you can fine tune it at the rear.
Have fun, gearing is one of the best performance mods out there.
Don't forget, if your speedo reads from the front sprocket it won't read right after you play with the sprockets.
