It occurs to me that the significant common factor in all holiday road deaths is obvious:
The holiday.
By having statutory holidays, we ensure that there will be many people trying to go on holiday at the same time, loading up the roads.
If we just got rid of the fixed holidays, and upped the annual leave allocation to 5 weeks, traffic would be much less temporally concentrated.
Additionally, holiday destinations wouldn't be so crowded, and we wouldn't be discriminating against non-Christians.

In the winter I'll go to the snow; you should stay at home, go to work, or optionally you could go to the beach. Non-Christians should be banned from spending time with their families around December 25 and only 1 in 365 people should be allowed time off on the 1st of January
