    Anywhere to which a vehicle has free access (legal definition of a road) will have seen a ticket issued at some point. Or could.
    Rule of thumb - anywhere in a built-up area = lots. And in general, the lower the number of a state highway, the greater the chance.
    Do you realise how many holes there could be if people would just take the time to take the dirt out of them?
