This year's line up shows it's only getting worse too!
If it wasn't for a concise set of rules, we might have to resort to common sense!

    Apart from being canned...
This is their reasoning behind not including motorcycles in the dwelling form.
With regard to your question on why motorbikes and scooters are excluded as motor vehicles, the standard and classification are designed for collecting data by private dwelling or household rather than from individual people.
The assumption is that the vehicle or vehicles are available for use by all members of the household and/or on behalf of all members of the household.
This specifically excludes motorbikes and scooters because:

A motorbike is typically a personal rather than a household transport option
In the event of an emergency, or a specific need to transport others, a motorbike is not a good option
There are barriers to the use of motorcycles because you need a more specialised skill set, and indeed license, to ride a motorcycle.
Makes sense in general terms, but still assumes 1 size fits all.
Do you realise how many holes there could be if people would just take the time to take the dirt out of them?

In a way yes.... However I would imagine that in the case of an emergency that I am not going to be allowed to get away with driving a car with no licence to drive it; "just cause it's safer"? Secondly, where the fuck am I gonna get this magical car from if I don't own one, steal it?

Sounds like at least one government department realises we're more skilled than car drivers.

Our household has used a bike as its only means of transport.

Not a good option also includes Prius things too. I'd expect they'd be covered by 'car'.
It's only when you take the piss out of a partially shaved wookie with an overactive 'me' gene and stapled on piss flaps that it becomes a problem.

    Bullshit.

All the people (of legal age) in our house are licensed to ride motorcycles and we have a motorcycle which we share between us!

Our motorcycle is a legal and legitimate form of transport capable of carrying one passenger if required.

Motorcycles should be included to signify their legitimate existence and right to use the road!

At least then other drivers might stop knocking us off the road because subconsciously they think we don't legitimately exist!

Now that they have canned the census we should try to get this changed before they set the next census date!
