2 hour chase across 100 miles... WTF!!!! is it the lack of a challenege that's stopping them from ending the pursuit

Ah police are following him in a chopper and all cars have backed off. Driver has 'emotional issues'. Really? We had to be told that? Anyway, been going on for 2hrs now, is no longer a pursuit but a 'follow' and has covered over 100miles. That's approx 160km for those that don't know, and who haven't heard of 'google' before.
