People accumulate usable skills and gain experience by just riding around, on account that they aren't complete imbeciles. 
So it depends on which riding skills they test.
IMO, there is only one critical skill, and that is being able to steer a motorcycle at open-road speeds around an obstacle, AFTER the rider has had a really bad fright. If you can do that - 90% of the battle is won. Unfortunately, people won't want to learn it because its a pain in the arse and they dont need it(sic), and it can't really be externally taught, AND it can't really be tested.
