Does dirty air filter on carb motors induce a rich condition?

OP think through your question.Its not really rocket science is it? less air same amount of fuel and..... Incidently even FI engines have their limitations when it comes to clogged filters.

Sorry I didn't think it's that simple and thought that it would use less fuel for less air. I thought carbs draw fuel according to the air flow through the carb into the venturi sucking the fuel out of the jets, hence me wondering if the mixture remains the same despite less air going in from an obstructed or dirty filter. I never thought fuel is just pumped in at a certain amount and that I could see would cause a rich mixture.
