That broad definition, like the word "associate", is used by media, public officials, and police. It includes someone who does the lawns at an "outlaw motorcycle gangs" clubhouse.
I believe silencers are legal in NZ, having seen them in possession of people I would consider very law abiding.
However (and unrelated), I always thought bullet proof vests were illegal in NZ. But recently found a dealer in NZ that sells security equipment, including bullet proof vests. Up to a certain caliber of course.
