Computer help required please

hey people..............hoping someone can suggest a solution for a scrolling issue that has just developed on my laptop............when i tap and hold on the little scroll buttons top or bottom of the page.............the page doesnt scroll smoothly as it used too............it now scrolls in small steps with a second between movements which is doin my head in............i can still click and drag to scroll smoothly.........but it means i gotta put my cuppa down

tryed the old restart thingy which seems to have worked............cheers anyway
