If you still want to talk sleeving clip-ons down to a smaller size then ask yourself the question:
Does the engineer fully appreciate; not only how to make such a sleeve, but also it's intended purpose & how much leverage will be put on it when you apply the brakes in an emergency stop situation 2 years later having ridden a million miles over our goat track roads? (actually, very little- knowing CB125 brakes)
