I've been to Taiwan a couple of times, and while there are very few medium to big sized bikes around, scooters greatly outnumber cars. It's so hot over there in summer that people often ride around in just shorts and a T shirt with no helmet, shoes, or gloves. Coupled with severe traffic congestion and up to 4 people squeezed onto a 50cc moped, the results are rather gruesome. They ride like complete nutters as well.

Awwwww, at least the bystanders bothered to help and check on the biker... Poor guy, didn't even do anything wrong and was being very so safety-conscious!
I liked the way the first few bystanders on the scene were pointing their arm in the direction of the offending hit-n-run driver probably cursing him and yelling "WTF!"
