I wouldn't try to fix it as it's entirely up to the individual... as is whether they decide to "improve" themselves or not.

I already do work to pay people to smoke P and I'm not unhappy about it. I'd much rather that they didn't have the power to hold the economy back, but hey, why be unhappy about it if there isn't a single financial alternative that can do anything about it. Got unemployed people, then you're going to have to pay for them and at the very same time take money away from at least one section of society that could actually do with the investment... surely you're used to it by now .

Strangely enough, society wouldn't be held back by the unemployed under a Resource Based Economy ... alas, peeps iz just too dim to grasp that concept and they get what they pay for.
