    Given that many rural properties here rely on rainwater off the roof (either solely or in conjunction with other sources) as their only source of household water, the effect of that legislation in Godzone would be disastrous for us rural dwellers.

    We already have similar legislation. Almost every country does.

    There is. Just not the relevance you choose for my reason for posting.

    Legislation is a retrospective act of punishment. The harsher the punishment, the more law bending will be prevalent. Just hope that ye have enough money to have ones misdemeanor quashed as economically expedient. Effective legislation indeed, ha.

    Well you can't do anything with it (apart from providing stock-water) without a water right - unless you buy it off the council for a specific purpose!
