I think he was meaning that even though they knew the car was faulty (after this) they where going to drive around anyway before it got fixed,

You got it. Lets look at root causes of problems, not try to blame others. Real issue was the car had a faulty clutch. This fault would have been happening for a long time before it failed. Cant blame the Police for that.
