If I have given reputation to a particular member How soon can I rep him in the same way again? How many others do I have to share the "love" with again, before he can feel the love of Mom

Almost correct - you did five...

The FAQ says you must give out rep to three others before giving to the same person - but I think this may have been adjusted to thwart the Rep Reach-around Rings.

What is the point of it anyway? Unless its a tradeable commodity. Then it becomes e-currency: it works like this:

1. create a system of rewarding and punishing participants, call it "reputation"
2. vary said system so that the "reputation" is a tradeable commodity,
3. ???????
4. profit.
